- Inform Key Decisions: Maintain the 10-year Infrastructure Right of Way Forecast dashboard, ensuring seamless coordination across multiple offices by reviewing project charters, developing resource loaded project schedules to inform budget decisions, and aligning forecasted projects and regional events to support Metro's mission to move the DMV.
MINIMUM QUALIFICATIONS
Education
- Bachelor's degree in urban planning, Construction Management, Engineering, Project Management, or a related field.
- In lieu of a bachelor's degree, a high school diploma/GED and four years of related experience may be considered.
Experience
- A minimum of ten (10) years of experience in project planning /controls, transit, scheduling, construction, project management, or related experience to include, at least 3 years of successful project scheduling experience with schedule updates and maintenance responsibilities
Certification/Licensure
- Roadway Worker Protection (RWP), Level 1, within 6 months of hire
Preferred
Experience in Critical Path Method (CPM) or other similar scheduling techniques and applications

SUMMARY
The Director Long-range Access Development is responsible for long-range strategic and integrative schedule, and access planning and forecasting activities, to ensure effective planning and execution of Metro's capital program. The incumbent supports the Infrastructure department's implementation of construction projects through (1), development of constructability analysis and track access planning forecasts; (2), construction schedule review; (3), contract language review (pre-construction); and (4), research and implementation of innovative means and methods for constructability analysis, scheduling, and forecasting. The incumbent coordinates closely with Project Controls to ensure the Scheduling Team is coordinating with Wayside Work Planning and Forecasting throughout the entire project lifecycle. The incumbent also coordinates with cross-functional internal stakeholders to ensure effective planning to communicate operational and customer impacts.
ESSENTIAL FUNCTIONS
- Manages the development of constructability, track access planning forecasts and schedules in the pre-construction phase. Prior to contract and award, ensures feasibility and proper planning for construction projects that will have customer impacts.
- Manages the development of right of way access, contract language in coordination with project implementation teams, and the technical evaluation of access language in contractor bids to ensure contracting language conveys the need for the contractor to provide scheduling and pricing that will be able to fit within the limited right of way availability and to ensure the contracting community is aware of the restricted environment they will be working within.
- Manages team participation as subject-matter experts on Technical Evaluation Team committees for all capital work being bid to be constructed on or near the rail right of way.
- Ensures the construction bidder has proper understanding and has accounted for the complexities of gaining access to, scheduling, and working within the rail right of way.
- Champions the use of research and industry partnerships to analyze and forecast capital work on the rail right of way throughout the construction project lifecycle. Defines the right of way work planning standard through research outside of transit for analogous industries (e.g., supply chain, oil pipeline, bridge construction and maintenance, etc.).
- Optimizes staff efficiency and the quality of the work product by facilitating the automation of the scheduling processes within the limits of the resources available.
- Facilitates staff's access to training related to scheduling practices and software to ensure the Long-range Wayside Work Planning and Forecasting staff maintains state-of-the-art knowledge and capabilities in areas relevant to their assigned responsibilities.
- Manages interdepartmental coordination to ensure constructability and access planning work is prioritized within the context of capital planning and maintenance capital needs.
- Supports the development of the capital project charter.
- Manages maintenance and coordination of the 10-year Infrastructure Right of Way Forecast dashboard and ensures continuous and effective coordination with all Infrastructure departments.
